12P Consulting recently supported Towong Shire Council in the successful delivery of the Corryong Landfill Capping Project for Cells 1 and 2. The works involved construction of a new engineered landfill cap incorporating LLDPE geomembrane, cushion geotextile, subsoil and topsoil layers, and the installation of stormwater controls to meet EPA Victoria’s Best Practice Environmental Management requirements (BPEM).

Trucking in the soil protection layer

Civil Project Manager Tim Shilling was appointed as the Construction Quality Assurance (CQA) Officer for the project on behalf of Towong Shire Council. Tim brought formal training and certification in Construction Quality Assurance for geomembrane and geotextile systems from the University of Illinois, which supported the inspection and verification requirements of the project. He oversaw daily inspection, material verification, weld testing, installation monitoring and assessment of the as-built works in accordance with the Technical Specification and CQAP prepared by Mackenzie Environmental. His role ensured that every stage—from subgrade preparation through to geomembrane welding, geotextile placement, subsoil/topsoil construction and stormwater swale installation—met the design and compliance requirements.

In addition to providing independent CQA services to Towong Shire, 12P Consulting had the expertise to conduct compliance testing on the site levels to determine that the correct height of protective soil was placed over the geomembrane during the course of placement and provide advice to the contractor. We were also able to determine the extent of the existing cell boundaries by referencing previous aerial surveys at the site and then accurately locating them.

Cushion geotextile installed

During a recent site visit, EPA Victoria carried out an inspection of the completed capping works. The EPA officers reviewed the construction outcome and the full CQA documentation package, including independent laboratory testing, geomembrane welding records, daily logs, conformance assessments and as-built survey. Their feedback was highly positive, noting the quality of the work delivered on site and the clarity, completeness and traceability of the documentation set.

The project provides long-term environmental benefits for the Corryong community by improving containment performance, reducing leachate generation and ensuring compliance with current landfill rehabilitation standards. 12P Consulting is pleased to have supported Towong Shire Council in achieving a high-quality outcome recognised by the EPA.
